If you backed up into another vehicle, you likely have damage to your own car. Instead of trying to repair this problem on your own, you need to take your car to an auto body repair service. The auto body repair service has a tool that they can use to pull out small dents. This is a suction cup that is placed over the dent and then the device is pulled quickly.  If the suction cup does not work well, then it is time to get a new bumper. The auto body repair service can find a bumper from the manufacturer of your car to ensure it is the exact same one or they can purchase an aftermarket bumper. 

If there are scratches on the bumper, the auto body repair service can remove these also. They do this by lightly sanding over the scratches to give the are a completely smooth surface and then paint over the scratches. When they are finished, you will never know the scratches were there.
